What muscle should a large frame guy have? lean or bulk?

Hello friends,
I am a male,5 feet 7 inches tall and 137 pounds.I have started my weight training a week back.
My doubt is that "Should I have to add lean muscle or just maintain my weight?"
Also I am very enthusiastic in bulking up only shoulder and biceps not other muscles.Is that possible.?
